Capability Manager: What does it provide?

Hi,

It looks like the capability manager (Tools -> Capability Manager) should expose additional functionality that is not otherwise available. I am not sure what it is supposed to provide, as I get an error every time I check a box next to a capability. Does anyone have insight regarding how this is intended to be used?
