Bullet chart with... I can barely explain.

Okay, I think this'll be the weirdest request for help i've ever made (forget about that memory problem earlier).

I received instructions like these:

So, it came out a bullet chart like this:

Now... the one who asked for it, wants me to make it so there's only green-yellow-red, with the yellow part in the middle receiving the 0%-100% and at the same time the 160%-180%. Is this even possible?
