remove whitespace between rows with tables in CDE

I have a dashboard with several tables and have extra white space between the tables. How can I remove the whitespace as the # of rows increases and decreases? The tables are not paginated. They typically have 0-15 rows and I want to show all rows.
The ROW in layout does not have a defined height. The COLUMN does not have defined height, prepend size, append size, prepend gutter on top, or prepend gutter on bottom.
The dashboard layout is constructed with 3 rows and each row has a column with a span of 24.
