Export to PDF missing information from all other views driving me crazy

I created a new, blank one page report with two text labels.

When I export this to HTML, preview with eye icon etc, everything looks great.

When I export to PDF, I am missing one of the two text labels.

Is export to PDF broken? Is there a default I need to set? Googled all over and nothing!
