change number format in CDE

Hi,
I was able to change number format to European for Report Designer and jpivot (I changed the configuration file: FormatListCtrl.js and message_strings.js)
but in cde format number is still (1,123.00)
What should I do to change the number format in cde (to european --> 1.123,00)?
which configuration files I still have to change?
