Unable to Apply Layout on New dashboard

Hi
Have Windows XP SP3 desktop.
I installed Pentaho 4.8.1 and also installed CDE 13.06.05
Now i try to create new dash boards and apply a layout, page hangs and no layout applied.
please let me know if i need to install other ctools like ccc, cda etc.
Facing the problem in Firefox and chrome also.


steps followed:
File -> New CDE dashboard
save the dashboard using Save As.. option.
close and open it for edit.
click Apply Template button and select a layout.
page hangs and turns white after some time.
if refreshed, no layout applied on page.
