I'd like to make this note for myself and others for future reference.
Error:
To reproduce:
1. Create a new report with the RDW
2. Select All content in a band (page header, or details does it often)
3. Cut the content with CTRL-X
4. Paste it back in or put other content in the band.
5. Try to save the report (the original ticket says publish).

Conclusion: angry root band is angry. If you see the same error, do yourself a favor and erase the content you pasted into your band, then manually rebuild. After getting rid of the copy-pasted content, I was able to save. Hope this short note will help others if they see the same error.
