Page Breaks, Widows and Orphans

I have made a report which contains 4 groups. The report functions as a financial statement that expands vertically depending on the department variable selected. Every record is contained within all four groups. Groups 1-3 define the data hierarchically. Group 4 (the innermost group) groups similarly coded data. I am struggling to format page breaks, widows and orphans consistently as the report is loaded with new department data. Sometimes, the headers are left behind. Other times, the data is truncated. In some cases, I will find that 1/2 of a record is hiding behind the page footer.

Can someone explain how to better manage these attributes in PRD?
